US-Präsident Biden ist nach Europa gereist. Es ist seine erste Auslandsreise – sie führt ihn nach der G-7 in Cornwall auch zur EU in Brüssel. Allzu große Hoffnungen sollten sich die EU-Politiker aber nicht machen.

Denn trotz aller Symbolik spielt Europa für die USA nicht mehr die erste Geige. Nicht einmal die Dauerkrise zwischen Russland und der Ukraine hat das geändert.

Das Hauptaugenmerk gilt längst China. Das Reich der Mitte ist für Washington nicht nur “Partner, Konkurrent und systemischer Rivale”, wie es in Brüssel heißt. Nein, es ist der neue Gegner, den es einzudämmen gilt, vielleicht auch mehr.

Der EU kommt in dieser Weltsicht nur noch eine Nebenrolle zu. Sie soll den Amerikanern den Rücken freihalten und, wo möglich, den Ausputzer spielen.

Folgt man einem Artikel in der US-Ausgabe von “Politico”, so sind die EUropäer sogar kaum mehr als nützliche Idioten im “great new game” der Geopolitik.

Hier einige besonders “hübsche” Zitate (Hervorhebungen von mir):

• Allies, Biden officials often say and even seem to believe, are America’s key advantage in the struggle against China. European allies are an important part of this nascent anti-Chinese alliance network, but, unlike during the Cold War, Europe is no longer the central front. It can play at best a supporting role in America’s struggle against Chinese authoritarianism. – Bestenfalls noch eine unterstützende Rolle, good to know
• Beyond all of the summitry and diplomatic attention, the Biden administration’s early actions show that it doesn’t believe Europe will ever be vital to this new geopolitical struggle. A president known as a longtime transatlantic champion has de-prioritized European policy. – Das sollten sich unsere Transatlantiker auf der Zunge zergehen lassen!
• More broadly, the Biden team has established a pattern of working with Europe in which, beneath the surface politeness, they pay fairly little attention to European concerns. – Siehe Afghanistan, Nahost oder die Corona-Patente. Die Europäer werden oft nicht mal mehr konsultiert!
• Biden’s reasons for de-prioritizing the European allies extend beyond geography. There is considerable skepticism in Washington that a divided, self-interested Europe will ever manage much support for U.S. efforts against China. (…) U.S. officials have largely concuded that Europe will never even be able to take care of itself, much less contribute to security in other regions. – EUropa kann noch nicht mal für sich selbst sorgen, thanks for the compliment.
• As a result, Europe has mostly become a place to give speeches and conduct diplomacy in scenic locations. American officials will continue to show up and to intone the ritual incantations of transatlantic solidarity. (…) But U.S. policymakers no longer believe in Europe’s capacity to contribute much beyond maintaining transatlantic economic ties (which remain quite important).

Europa ist der Ort, an dem man große Reden schwingt und Diplomatie vor schöner Kulisse betreibt. Mehr muß man zu dem bevorstehenden Gipfelreigen wohl nicht sagen, jedenfalls nicht aus amerikanischer Sicht…
